Quantifying the Digital Divide from Within and Without

We will use the extensive PingER project measurements to over 110 countries to illustrate how Internet performance worldwide has improved over the last decade. We will show the differences in current performance from the developed world to the major developing regions, illustrate how far behind the developing regions are (sites in many countries have poorer performance than a household in Europe or N. America), and the rates of improvement (which countries are catching up, keeping up or falling behind). New data on the performances within and between developing regions will also be reported from the new monitoring sites in Brazil, India, and Pakistan. Measurements to Africa will also illustrate the generally poor Internet performance, the large differences between the various countries and how the various regions are performing.  We will also compare the Internet performance with the UN Technology Achievement Index for about 70 countries.
